I would be very surprised if that would be a general fix that works on other computers though. You could try that out easily, type "cat" in launch options and it probably works (in your dad's computer). If my guess is right, then your dad's laptop should work with anything in launch options (not just "-dx11"), if the new launcher breaks when used with launch options. Well, my best quess as a programmer is that there is a bug in the new launcher (not surprised) and the launcher malfunction when there is anything in the launch options and by pure luck that malfunction (or something else you did) fixed the game on that computer. You said that launching the game still opens a launcher (new one I assume), so the "-dx11" you put to the launch options are definitely not skipping the launcher. It was used to skip the launcher when the old launcher was used and I think I tried that with the new launcher and it didn't work anymore. You are setting launch option to "-dx11" even though the correction launch option for DirectX 11 is "\dx11". TL DR? Well then that's your fault :) haha. then you should be able to reach the launcher to select DX9.

To get your game to work, go into your mods folders and move everything out (and/or unsubscribe from any Workshop mods). A lot of mods already put out their updates, you just need to look around. CQUI, Better Trade Screens, Better District Icons, etc.

I tried everything, everyone ever said - different compatibility settings etc and nothing worked. It kept freezing DX9 or closing down on DX10/11 and asked me to try and fix it. CIV 5 on my Dad's laptop was failing to load, was working previously.
